A) POLITICAL REACTION AND POPULAR OPINION

Political activity has been normal. Permission has been received for each party to publish a weekly newspaper. The cost of living continues to rise and price increases anticipate and swallow up any wage increase granted. There is great resentment among public employees at the delay in granting $he wage increase promised to them.

B) LOCAL GOVERNMENT – PROVINCIAL

1 3 Sindaci have resigned during the Month, and one has been dismissed, but the Prefect wishes and is trying to retain the services of these three.
The situation with regard to communal secretaries is improving, two having been sent up by the Ministry.

C) ECONOMIC RESOURCES AND SUPPLY

Commencing March 1st the pasta ration was increased from 600 grams per month to 550 grams per week. Prom March 16th the breed subsidy was withdrawn and the following prices were fixed:
Bread 16 lire per kilo
Pasta 20.50 lire per kilo.
Soap and milk ore urgently needed. It is hoped to start a local soap factory next week.

D) AGRICULTURE

Great stress has been laid on the olive oil amassing programme. C.A.Os have carried out inspections of the mills.
Latest figure of oil amassed is 121000 qtls, but there is considerable opposition.
Total figure of grain exported as at March 24th is 1932500 qtls.
Sale of pigs have reached a high record, 11,485 animals having been exported.
The livestock markets in the province were reopened on March 25th.
The amount of seed potatoes allocated to the province (7,500 qtls) have not been received, and there is urgent need of sulphur and copper sulphate to combat fruit tree and grape-vine blight.

E) LABOUR

The Indennità di Pane was put into operation, and arrangements made for the Genio Civile to add the additional cost to the contract figure arranged with contractors for Public Works.
New rates of labour were agreed, co-ordinated with army rates of wages in this province,

F) PUBLIC WORKS

The position is as follows:
Bridges: Surveyed 422, under construction 76, completed 73.
Cost of work on hand 107,958,000 lire.
Aqueducts: Completed 6 communal aqueducts.
Scirca and Bagnara and Foligno – Nocera-Umbra 99% completed.
11 other communal aqueducts average 71% completed.
Cost of work in hand 6,300,000 lire.
Roads: 382 miles of “military” roads under repair at cost of 52,000,000 lire.
80 miles to be repaired, when supplies are available.

G) PUBLIC SAFETY AND FUNCTIONING OF COURTS

General situation re crime is good, and CC RR effected the arrest of a gang responsible for road hold-ups. Investigation of alleged activity by enemy agents attempting sabotage has taken place and one agent has been arrested.
There was a big increase in A.M.G. cases this month.
The Tribunale and the Court of Assize are trying cases under D.I.L. 159 of July 1944. There is an acute shortage of judicial personnel, and this situation has been aggravated by illness among judicial personnel and the big increase in work which they have on hand.

H) PUBLIC Health AND WELFARE

There have been a few cases of Typhoid. All precautions have been taken. The Medico Provinciale is incompetent and requires constant supervision.
E.C.A. is functioning in all the Communes end stood up well to the additional strain placed on some branches this month.
The kitchen for “Sfollati” in PERUGIA continues to operate.
Displaced Persons
120 Allied Nationals were transported to Rome this month.
Those remaining are being catalogued and where possible supplementary rations ore being supplied.

I) EDUCATION

When the schools reopened on March 1st all buildings were occupied by the Military. Due to the efforts of the Provveditore 100% Private Schools and 50 % State Schools opened in other accommodation.

J) REFUGEES

Nothing to report.

K) COMMUNICATIONS

Road Transports, Operation of civilian pool is being checked and sub-pools overhauled one by one. Next month the operation on the road will be checked with police assistance.
One new bus route has been started. The principle is being maintained of permitting buses to run Nafta only.
By a hew arrangement the Prefect is now directing “recovered” trucks under the control of A.M.G.
TELECOMS. 35 Telephone exchanges have been reactivated but permission to use 4 has been withheld for security reasons. 4 simultaneous Telegraph lines have been opened within the Province and to Terni and the Telegraph service has been connected with Firenze.

L) PROPERTY CONTROL

One new case was received and is being handled. There are now eight unfinished cases.

M) FINANCE

BBanks: There bus been no development of note this month.
Post Offices: Net addition to Post office Current and Savings account this Month is 810003000 lire.
Revenue: Provisional figures for State revenue July March show collection of 120,152,134 lire equal to 108% of the revenue for the whole of the lost fiscal year.
Social Insurance:
G.O. 37 was put into force from March 1st,

X) FINE ARTS

It is planned to hold shortly an Art Exhibition in Perugia to commemorate the birth of Perugino. The pictures have been chosen and the catalogue is being prepared.
